MOR pipeline
The monthly cycle runs locally in Claude Code (docs/mor-pipeline.md). Each report passes four checks before filing:
| Pass 1 | Arithmetic tie-out — check_values.py: beginning + receipts − disbursements = ending; cumulative rollforwards; wages tie to payroll deposits. |
| Pass 2 | Blind recompute — a second agent re-derives every number from the raw PDFs alone; differences reconciled line-by-line into values_FINAL.json. |
| Pass 3 | Read-back — numbers are re-extracted from the filled 11-MOR PDF and compared against the final values. |
| Pass 4 | Narrative & backup — adversarial read for contradictions against schedules, SOFA, prior reports, and transcripts. |
Redaction (Rule 9037) runs with a leak check before any packet is assembled. Sign and file only after the review sheet — “the ten numbers that matter” — reads clean.
Standing rules
